An adaptive scorer looks at this specific lobby and reprioritizes: armor penetration climbs the list because three enemies stack armor; anti-heal enters the pool because of Vladimir's sustain; positioning items get weighed against the triple hard-engage threat. None of this is exotic theory - it is what any Diamond player does in the item shop automatically. The difference is whether your tooling does it for you or hands you the average and wishes you luck.
The honest framing: a static import is a floor, not a ceiling. It stops you from building something bad. It cannot help you build the thing that is specifically good this game. Which tool you need depends on which of those problems you actually have.
